Croatian restaurateurs rebel the latest indoor smoking ban


On May 8, Croatia’s enclosed restaurants and bars as well as other public buildings went smoke-free as the latest anti-smoking regulation entered into effect. However, the owners of eating establishments throughout the country held a massive protest march demanding the government to exempt their entities from the ban since it would hurt the business dramatically.

Croatian Association of Tourism and Hospitality stated that the business would be hurt inevitably by the ban, what is especially bad in times of harsh economic crisis that has already hit the business significantly.

According to the reports of local news agency, only ten days after the latest smoking ban was implemented, the major part of establishments that serve food and alcohol but lack patios faced a large sales decline.

Croatian Association of Tourism and Hospitality that counts more than 15,000 of restaurant and bar owners recently published a statement saying that the smoking ban should be revised in order to avoid the complete ruin of that economy sector.

The association called the government to amend the recently imposed ban in order to permit businesses not larger than 50 square meters that serve beverages only to make a decision on whether to go smoke-free or remain smoker-friendly by themselves.

As regards the businesses larger than 50 sq. meters, the government should permit them to launch a special indoor area for smokers where they could have their drinks and meals together with a cigarette.

Croatia, which is located in Central Europe on the west coast of Adriatic Sea, is home to many world-famous resorts and seven World Heritage Sites. Being ranked 18th in the list of the most popular tourist destinations across the planet, Croatia’s economy heavily depends on tourism with 39% of the population are employed by that sector. As of 2008 reports, 6,000 restaurants and 9,000 bars were registered in the country.

Therefore, the implemented ban on smoking in enclosed public places would inevitably hurt business, forcing many restaurants and cafes to close their doors. That means that the regulation could leave up to 100,000 people employed in the services sector jobless, as the association estimates.

Persons caught on smoking in prohibited areas would be convicted to pay of as much as 2,000 euros (more than 2,500 dollars) whereas business owners that will permit visitors to smoke inside their establishments will be fined by almost 20,000 euros ($ 23,000).

Croatian authorities admitted that the legislation was directed mainly at the protection of those Croats who don’t smoke from the exposure to secondhand smoke.

According to Croatia Public Health Department, the rate of smokers in the country was 32 percent in 2008, with the total population of 4.4 million people.

The Health Department reported that each year up to 5,000 people pass away due to smoking related illnesses.

The Eastern and Southern Europe countries are home to European Union’s most addicted smokers, with the percentage of smokers vary from 30 to 40 percent throughout the region as it has been estimated by the World Health Organization.
