Seneca Nation bans sales of non-fire-safe cigarettesAccording to the latest regulation of Seneca Tribal Council, beginning from March, 18 those cigarettes that do not meet fire-safe standards would not be distributed by all cigarette shops on the territory of Seneca Nation. This regulation would certainly affect Indian retailers and millions of cigarettes that are sold every year on the territory of reservations and in online shops. Richard Nephew, the Seneca Tribal Council Chairman declared that Seneca Nation supports recent changes in safety standards and would not expose their customers to any risks related to non-compliance with fire safety standards. The new regulation was endorsed by the Seneca Nation Tribal Council after several sales reports indicated that around ten cigarette brands, manufactured at the reservation territory failed to correspond to New York State fire-safety standards. Five years ago New York became America’s first state to ban cigarettes that do not meet fire-safety standards, declaring that only self-extinguishing cigarettes could be approved for further distribution across the State territory. The authorities considered that this measure would contribute to decreasing the level of smoking- related fires. Within following years many states have followed the example of New York by endorsing the same requirements. American Cancer Society hailed the approval of the regulation claiming that it was a wise decision that would reduce the number of deadly fires caused by cigarettes that were left unextinguished. However, other groups called Seneca Tribal Council to stop the sales of tax-free cigarettes made and distributed on tribe’s territories. Seneca Nation, nicknamed as “the kings of tax-free cigarette” has been ignoring such claims for decades. According to analysts’ assessments every year the state faces up to $1billion loss due to tax-free cigarette sales. Moreover, these less expensive cigarettes keep thousand of people, including minors hooked to puffing. Samuel Kendrick Sr., vice president of Tobacco Free New York Group said that though the group praised the decision of Seneca Nation, yet the most important issues have still being ignored, suggesting that federal government should consider putting the end to tax-free cigarette sales, since there has been no comparison in the number of people dying in cigarette-caused fires and those who died because of health complications linked to cheap cigarettes distribution. The Seneca Nation Tribal Council Chairman stated that the decision to ban non-fire-safe cigarettes was rather easy for the council. The recent decision saw Seneca Nation joining 37 states where fire-safe cigarettes have been legally approved for use. The Seneca Import-Export Commission, responsible for regulations of tobacco products on tribe’s territories will supervise the distribution of fire-safe cigarettes, guarantying that only fire-safe cigarettes would be distributed by Seneca cigarette shops and online retailers. The regulation would be also applied to cigarettes produced at plants situated on the reservation territories. Those retailers who would break the regulation could be stripped from selling cigarettes across Seneca Nation lands. Sales of Indian-made cigarettes have sharply increased in the last couple of years. The major reason for that increase was certainly their price, exempted from taxes. |
